1. What Is BS 476 Class 0?

The first thing to understand is that Class 0 is not a classification awarded by a single British Standard test. There is no “BS 476 Class 0 test.” Class 0 is a designation defined by UK building regulations — specifically by the Building Regulations 2010 (as amended) and their Approved Document B (Fire safety) in England — as the highest level of wall and ceiling lining performance under the historical national classification system.

Under Approved Document B, a wall or ceiling surface is described as Class 0 if it meets either of two conditions:

The Two Routes to Class 0 (Approved Document B)

Route A: The material is composed throughout of materials of limited combustibility.

Route B: The surface material — tested together with its substrate where it is bonded to one — achieves Class 1 in BS 476-7 (surface spread of flame) and, when tested to BS 476-6 (fire propagation), has an index of performance I of 12 or less and a first sub-index i1 of 6 or less.

For PVC wall panels, Route B is the relevant path. A polymer-based panel will rarely qualify as “limited combustibility,” so its Class 0 claim depends entirely on the two British Standard tests being passed in the tested configuration.

Historically, Class 0 sat at the top of the UK national hierarchy for internal linings — above Class 1, Class 2, Class 3, and Class 4 of BS 476-7. It was created because Class 1 alone covered too wide a range of performance for critical areas: a material could spread little flame yet still contribute significant heat to a developing fire. Class 0 closed that gap by adding the fire propagation requirement, and for decades it was the default specification for walls and ceilings along escape routes in England and Wales.

2. The Two Tests Behind Class 0

Because Class 0 is a composite designation, the evidence for it always comes from two British Standard test reports. A supplier who offers only one report — usually BS 476-7 — has not demonstrated Class 0.

Test 1: BS 476-7 — Surface Spread of Flame

BS 476-7:1997, Method of test to determine the classification of the surface spread of flame of products, measures how far and how quickly flames travel across the surface of a material when a small flame is applied at one end of the specimen under controlled conditions. The test classifies products from Class 1 (very low flame spread) down to Class 4 (rapid flame spread):

Test 2: BS 476-6 — Fire Propagation

BS 476-6:1989+A1:2009, Method of test for fire propagation for products, goes beyond surface behaviour. It measures how much heat a product contributes to a developing fire in a small combustion chamber, producing an index of performance I calculated from three sub-indices covering consecutive time periods:

  • i1 — the first three minutes of the test (initial rapid ignition and heat release)
  • i2 — the following seven minutes
  • i3 — the final ten minutes

For Class 0, the requirements are:

BS 476-7: Class 1 surface spread of flame

BS 476-6: Index of performance I ≤ 12, with first sub-index i1 ≤ 6

Lower I values mean the material releases less heat and contributes less to fire growth. This is the part of the Class 0 requirement that most product claims fail.

Why two tests? A lining that spreads little flame but contributes heavily to heat release can still turn a small fire into a fast-growing one. The combination — low flame spread and low heat contribution — is what makes Class 0 meaningful for escape routes, where the surface must not accelerate a fire while occupants are evacuating.

3. Where Class 0 Was Required in UK Buildings

Under the historical national classification system, Class 0 was required for wall and ceiling linings in the most safety-critical internal locations — the places people pass through to get out of a building:

  • Escape routes — corridors, passageways, and lobbies forming designated escape routes in non-domestic buildings
  • Stairwells and exit staircases — the vertical escape route where trapped smoke and flame present the greatest danger
  • Protected circulation spaces in certain public and high-occupancy buildings
  • Specific room types where the fire hazard is elevated, such as some large public rooms, depending on the edition of the guidance

In practice, Class 0 appeared most often in the specification for corridor and stairwell linings in commercial, healthcare, education, hospitality, and multi-occupancy residential buildings. For ordinary rooms, a Class 1 (or later, Class 3) requirement was typically sufficient.

UK buyers of PVC wall panels ask for Class 0 in two very different situations. The first is a new-build project where the architect has specified the Euroclass (for example B-s1,d0) and the buyer wants to know whether that equals Class 0. The second is a refurbishment or existing-building upgrade where the original specification — sometimes written ten or twenty years ago — still says “Class 0” and the contractor must supply a product that satisfies the original requirement. The two situations need different documentation, and suppliers should ask which one applies before quoting.

4. Class 0 and the Euroclass System: What Changed in England in 2025

Historically, the UK used two reaction-to-fire classification systems: the national classes based on BS 476, and the European classes based on BS EN 13501-1. For new building work in England, BS EN classifications are now the applicable route under the current Approved Document B guidance, while BS 476 Class 0 may still appear in older specifications, refurbishment projects, or markets that continue to reference British Standards.

Since the Grenfell Tower fire in 2017 and the subsequent Building Safety Act 2022, the regulatory direction in England has been firmly toward the European system. For new building work in England, references to BS 476 for reaction to fire were removed from Approved Document B with effect from 2 March 2025, subject to transitional provisions for projects already in the pipeline. Under the current Approved Document B guidance for England, the primary reaction-to-fire requirements for internal linings are expressed in Euroclass terms, and current guidance generally requires, for example:

  • B-s3,d2 for circulation spaces including corridors and escape routes in non-domestic buildings
  • C-s3,d2 for other rooms and garages
  • D-s3,d2 for small rooms with an internal floor area of no more than 30 m²

Project specifications, fire strategies, insurers, or the approving authority can require stricter ratings — for example B-s1,d0 — and frequently do in higher-risk buildings.

Can Class 0 Be Converted to a Euroclass?

Not directly. Older editions of Approved Document B provided a mapping table indicating that Class 0 broadly corresponds to Euroclass B-s3,d2 for internal linings, but the two systems use different test methods and classification rules. A Class 0 test result cannot simply be renamed as B-s3,d2, and a B-s3,d2 classification should not be labelled Class 0. In particular, the smoke (s) and flaming droplet (d) sub-classifications in the Euroclass system address performance dimensions that the national Class 0 tests did not directly measure.

National vs European: No Direct Swap

Class 0 is a national designation from the BS 476 era. BS EN 13501-1 is the European classification standard. The two systems test different parameters with different specimens and different pass criteria. If a project specification says “Class 0,” ask the person responsible for the specification to confirm the current performance requirement and the evidence they expect — do not automatically substitute a Euroclass, and never relabel a Euroclass report as Class 0.

Scotland, Wales, and Northern Ireland each have their own building standards or guidance, which differ from England’s and from each other. In England, the removal of the national classes for reaction to fire took effect on 2 March 2025, while the transition has followed its own timetable elsewhere. Class 0 references can still be found in some of these regimes as well as in many overseas markets that adopted British Standards (for example parts of the Middle East, Hong Kong, and Commonwealth countries). Exporters should confirm the classification system required by the project’s jurisdiction and specification before assuming Class 0 is what is needed.

5. Can PVC Wall Panels Achieve Class 0?

Yes — but only for specific products, formulations, and tested configurations, and only when proven by the correct test reports. There is no blanket answer that applies to all PVC wall panels.

PVC-based wall panels can achieve good reaction-to-fire performance, but performance depends on the specific formulation, thickness, construction, and tested configuration. Some fire-retardant PVC formulations achieve Class 1 in BS 476-7 with very low surface flame spread. The harder hurdle for Class 0 is usually the BS 476-6 fire propagation test, which measures heat contribution: a formulation with insufficient flame-retardant and filler content can release enough heat to push the index above 12. A Class 0 claim must be supported by the relevant BS 476-6 and BS 476-7 evidence for the specific product where the older national classification is being specified.

The following variables affect whether a specific panel achieves Class 0:

  • Formulation — flame-retardant additives, fillers, and stabiliser systems in the PVC compound
  • Panel construction — solid PVC core versus foamed or composite core; co-extruded layers; surface finishes
  • Thickness and density — a Class 0 result is valid for the tested thickness and construction
  • Substrate and installation — Approved Document B requires the surface material to be tested together with its substrate if it is bonded to one; a panel tested bare may not achieve the same result over a combustible substrate
  • Fixing method — air gaps and fixing patterns can influence test outcomes

If the supplier changes the formulation, the substrate, the adhesive, or the panel construction, the previous test result cannot be assumed to carry over. Always request the report that matches the exact product and installation you are buying.

6. Class 0 Is Not Fire Resistance

A frequent point of confusion among buyers — and sometimes suppliers — is the difference between reaction to fire and fire resistance. Class 0 is a reaction-to-fire classification: it describes how a surface contributes to fire growth and flame spread. It says nothing about whether a wall construction will maintain its structural function, integrity, or insulation during a fire for 30, 60, or 90 minutes.

Fire resistance — expressed as ratings such as EI 30, EI 60, or REI 60 — is a property of a tested building element (a wall assembly, floor, or partition), not of a surface lining. A PVC wall panel with a Class 0 (or B-s1,d0) surface rating is not a fire-resistance rating for the wall assembly, and it does not by itself satisfy structural fire protection requirements. If your project calls for fire-resistant partitions, the panel is one component of a tested assembly — confirm the full construction with your architect or fire engineer.

7. How to Verify a Supplier’s Class 0 Claim

Because Class 0 is a composite, regulation-derived designation, verification is straightforward if you know what to look for. Here is a practical checklist for reviewing a supplier’s documentation:

  1. Two reports, not one. Look for a BS 476-7 report showing Class 1 and a BS 476-6 report showing I ≤ 12 and i1 ≤ 6. A BS 476-7 report alone proves only Class 1.
  2. Accredited laboratory. Where applicable, check that the laboratory holds relevant UKAS accreditation or another recognised accreditation covering the test methods.
  3. Product description matches. The report must describe the exact panel — brand, model, formulation, thickness, and construction — that you are buying. A report for a different product line does not cover your product.
  4. Substrate stated. If the panel is supplied with a substrate or backing, check whether the report covers the complete composite. A bare-panel result may not apply over a combustible substrate.
  5. Test date and currency. Confirm the report is current and reflects the product as manufactured today. Formulation changes can invalidate older results.
  6. Report number traceable. A credible supplier will share the report number and the laboratory name so you can verify the document with the issuing laboratory if needed.

8. Common Mistakes When Specifying Class 0

  1. Treating Class 1 as Class 0. Class 1 proves only the flame spread half of the requirement. The BS 476-6 heat contribution limits are what separate Class 0 from Class 1.
  2. Swapping in a Euroclass without checking. Writing “Class 0 or B-s1,d0” assumes they are interchangeable. The systems are different, and the current guidance and the project’s fire strategy should determine which classification is actually required.
  3. Ignoring the substrate. A panel tested without its backing or substrate may behave differently in service, and Approved Document B’s definition of Class 0 explicitly references the surface material in conjunction with its substrate where bonded.
  4. Assuming Class 0 applies everywhere. Class 0 was required only in specific locations under the national system. Using it where a lower class suffices adds cost; failing to use it where required adds risk.
  5. Ignoring the UK’s four-nation split. England, Scotland, Wales, and Northern Ireland have separate building standards. A requirement that applies in one does not automatically apply in another.
  6. Relying on old reports after formulation changes. Fire classification evidence must reflect the product as currently manufactured.
